We are currently using the default fedora cloud server image for kubevirt kojid builders.

This means that we are installing koji-builder every time a new vm is provisioned, it would be great if we could have a custom image that already contains koji-builder installed.

We can user any tool we want, osbuild, packer, etc - we should build this image on top of the existing cloud one if possible.
