It's kind of annoying to have a FTBFS when a Koschei build failed because there was a timeout downloading repodata, and the build didn't even start (example, koji task 90375258). IMO these failures should be silently ignored, or marked with another neutral state. Because otherwise these appear e.g. in the packager dashboard.
