This just seems to be the date you filed this PR. It would be better to reference a version.
The previous list refers to Fedora 23. We might want to update the whole thing a bit.
For comps groups like livecd-build, we generally only need to list base packages (e.g. bash and coreutils) and the key utility packages needed for the image build (e.g. livecd-tools). The deps should be resolved for us by yum or dnf. It seems like python2-kickstart should be an explicit dependency here. Is it not?

At least with livecd-tools, it is. I would imagine lorax would be similar.
Though today, both tools use python3-kickstart now.

Confirmed, that livecd-tools now requires properly python3-kickstart. So, this change is no longer needed. + current list of packages do the right thing. (maybe it can be pruned, but it is still safe)
