This issue is from Koji community meeting about Message bus plugins: 1. koji has two used internally at red hat, one is likely to be deprecated 2. fedora has its own plugin 3. how do external users use the plugins? further discussion would be useful 4. any thoughts on moving kojid to amqp to further leverage message bus?

I really do not want to require all Koji installations to deploy amqp
So, solution of original issue is to deprecate messagebus plugin in favor of protonmsg plugin. Let's create a deprecation warning in 1.16 and reference new issue (Remove deprecated...) in 1.19+.

I think it makes sense to deprecate the old plugin. We'll no longer be using it within the next 3 months.
