The jumps and stops options were added long ago at about the same time that the reverse option was added. Neither is used by Koji (though the cli list-tag-inheritance command provides options to access them).

These options allow the user to query for abbreviated inheritance data. The stops option causes the returned inheritance data to stop at a given set of tags. The jumps option is strange -- it essentially allows the client to add links in the inheritance that aren't there.
Neither of these options actually changes the inheritance data in Brew. They simply modify the returned data.
These options are confusing and unnecessary. I think we should deprecate and remove them.
If anyone has a legitimate use case for these options, please bring it up here.
