#1977 koji-web should log an error if it cannot read /etc/kojiweb/web.conf

When building a new koji I accidentially left /etc/kojiweb/web.conf not readable to httpd.

Some elements of koji-web worked as expected (as I just had the one webserver), but there were a number of unexpected things that did not work right.

Not only should it log an error, it should refuse to do anything significant (i.e. only show an error page) without a configuration.

It was fixed a while ago by using koji.read_config_files instead of its own parsing. Problem is, that error page is not working properly now, so I'm replacing this one with #2341
