It could be nice for people to do testing external to koji.
Specifically (while koji as a codebase doesn't have to care about the details here) we specifically would like to be able to include koji tags (and a repo created from them) as dependencies for copr builds, so a copr build can be performed "against" koji content.
I'm inclined to reject this. If you want kojira to manage a repo for the destination tag, then create a target for it.

I suggest using a consistent suffix for the target name to indicate the purpose, e.g. "-repo". You won't be able to use the default of target name = dest tag name anyway, since that will already be taken in your case.
