As many builds are tested again and again, they can be tagged to specific tag by gc to not be revisited again. Such tag needs to be properly handled by gc config. Builds can be untagged from there anytime and in such case, they'll get revisited by gc.
It should be related only to signed builds, where we don't expect any changes in future. Other tests shouldn't trigger this behaviour as they can change anytime.
