If we're doing this for 1.17 release, shouldn't we bump the version to 1.17.0?

Yes, it is here for some time, so added another patch with 1.17 update.

Hmm, now I see '1.17.0' - Do we want to change versioning schema now? Last release was 1.16, not 1.16.0.

It was 1.16.0 in setup.py, 1.16.0 in koji.spec.

We do use just X.Y in the schema upgrade files. This is because the schema should remain constant across minor releases for a given X.Y. Similarly in the migration instructions, since updating to a new minor release should not require special migration steps.
