mock has a new feature (added in 1.4.1) to use a 'bootstrap' chroot.

koji already has a variable for the package manager to use for a target, it would be nice to use mock's bootstrap chroot to install a target os and then use that package manager to install the rest. With yum3 going away in Fedora soon, this feature is needed so we can still build for epel6/7 on fedora koji builders. (since they use yum to install things with).

This eases the transition to EL8 by allowing EL8 builds to occur on existing EL7 builders.
With rpmdb format change in the horizon, right now would be a really, really really good time to fix this...
