#385 sysadmin guide: Update openQA with branching instructions

I tried to document all the faffing around we usually have to do
with openQA at branching time, since I'm going to be on PTO when
it happens this cycle.

@kevin @lruzicka @kparal this has the instructions (as best as I can remember) for most of the faffing around with openQA that's necessary at branching. Hope you'll be able to deal with it without me. :D

Oh my goodness, this is exactly when I am away, too. I have promised my family some time together quite a long time ago and I cannot just cancel it. We have not decided on where we would spend this time yet, so it is possible I might be available during evenings.

ah, well, that's unfortunate. :D we'll muddle through somehow. I've updated this PR with some more stuff, and sent https://pagure.io/infra-docs-fpo/pull-request/386 to improve the releng mass branching SOP in some ways which should also help.

I should be around and @james I think said he would be willing to help with this as well...
