PR#207: adding a sysadmin SOP for adding externally hosted services -

This is a proposal for a documented SOP around adding an externally hosted service to Fedora.

I wasn't clear on how the nav.adoc was structured so I just put the new SOP in somewhat alphabetical order.

This looks like a good first cut. Thinking on it, I would say we should add a thing about the council needing to approve.

Since they control the fedoraproject.org 'name', they should get a chance to approve/deny requests for 3rd parties to use the name.

So, perhaps add that at the end after any infra discussion?

Otherwise looks good to me. ;) Sorry for not remembering the council step before in the thread. ;(

I made a small tweak to the last part of the document, indicating that final approval rests with the council.
