Due to PolicyKit, a standard user is not able to change any setting in nm-applet. Is this intended?
The solution is to create a custom rule like shown here:

Nope, that is definitely not intended.

My guess is that by default no policykit agent is running. We should probably choose one and autolaunch it.

@flogatt Apologies for taking so long to getting back: would you mind summarizing how you installed the i3 spin (especially how is your user setup & your configs), so that we could try to reproduce this locally?
I did nothing special, simply installed Fedora-i3-Live-x86_64-34-1.2.iso and created one standard user. After login, I was not able to configure anything in nm-applet. After creating the group plugdev and creating the polkit rules, everything works as expected.
That's weird, I have just installed i3 from the iso in a VM and tried to modify some settings via the nm-applet and that worked. I've setup a standard (non-admin) user and configured a root password. Did you do anything different? Are there any errors in the system log?
I also installed a VM and tried to reproduce the issue. Unfortunately, everything works fine now :D For now, we can close the issue. If i can reproduce this and provide logs, I will update it.
