If behavior is not LOCAL_ONLY (i.e., LOCAL_FIRST, REMOTE_FIRST, or REMOTE_ONLY), and retrieval of remote creds fails (no creds), then we reset behavior to LOCAL_FIRST. This seems wrong for REMOTE_ONLY, but also I wonder if we should be trying for retrieval of remote creds there in the LOCAL_FIRST case.
