#222 Modify CLI to allow passing debug level

CLI currently allows enabling of debugging, but does not allow specifying a number. This means that one has to mess with the config files in order to adjust that, which is somewhat irritating for debugging.

This was fixed in e0e96e46be03102903533a9816b4deefe1adfaf8 and 5a714768aec776dc875237dd729c85389932a688
