Should there be a test which checks that when this optional policy is provided, it's actually considered? (I grepped, but couldn't find any in greenwave/tests.)

Good idea, yeah @csomh.

It's tested with taskotron_release_critical_tasks_with_blacklist which is defined in fedora.yaml.

My bad: did not notice that :/
