#318 Policies in gating.yaml are not considered for decision change message

Decision change message only respects policies configured locally on server and ignores RemoteRule rules.

If a result changes for a test case for some Koji build and there is an applicable policy on server containing RemoteRule, Greenwave should also emit decision change messages for policies defined in gating.yaml in dist-git for the Koji build.

As we discussed face to face, could you please provide an example? I don't this this issue exists. If you provide me an example I will fix it.
