#189 Give greenwave a /about endpoint, just like waiverdb.

It would be nice if greenwave had an /about endpoint that returned the same information that the /version endpoint does today.

The /version endpoint can be changed to just redirect the user to the /about endpoint.

This way, whether I am checking waiverdb or greenwave - the endpoint is the same: /about.
