There are currently no docs describing the YAML policy structure that Greenwave expects. This would be useful for people who want to read the current policy or suggest modifications.

Having this documented will also be useful for #126 because it will let us show/document how the policies are changing.

And it is especially important for #75 where we will be expecting packagers to write their own per-package policy.

Good point. Normally I would have left this open until the fix went into an actual release. But since this is just about docs, and we build the docs from master, it's already live here:
