@adamwill and @pingou have asked that we add a new rule that allow policies to pass even if testcases are absent (I guess taskotron can miss things lots of the time).
They want to turn it on for now, but remove it and go back to "hard gating" later.
Dropping this in favor of "waiving absence of a result" for now.
