#989 Remove JQuery Cookie Library

Since we are no longer using cookies, we should remove the JQuery Cookie Library. If we ever decide to use them in the future, we can add them back in, but we should upgrade the version of the library at that point.

I think we can wait till 2.1. It is to late and not critical to do it in 2.0.x.
