#9517 sidgen plugin does not ignore staged users

SIDGEN plugin is by default running against the whole tree (dc=example,dc=com). This means it also affects staged users.

Staged users will have UID and GID number set to -1 which is considered as an error by the SiDGEN plugin. It should ignore these users.
