https://github.com/freeipa/freeipa/commit/a4675f6f503b153d5adfcfae8c5c1a7a67bdb692 added an LDAP cache to increase performance of the API.

It logs adds, fetches, removals, misses, etc. This can overwhelm the server debug log and make it more difficult to pick out other details. It is very chatty.

Add a new configuration option to enable cache debugging with it off by default.
