Currently ipa-replica-manage force-sync will only replicate changes from the remote server to the local instance, but will not force push local changes to the remote master.
Current work around is to log on on both servers and force_sync on both.
We probably should defer it to 2.1. Pushing to NEED TRIAGE.
Given we are moving all this functionality to the topology plugin/tools, I am going to close down this bug as wontfix
