Description of problem:
Upstream test test_named_conf_crypto_policy failing on RHEL

ipa-4.9.6-1.el9


Steps to Reproduce:
1. run upstream ipatests/test_integration/test_upgrade.py::test_named_conf_crypto_policy()

Actual results:
>       assert paths.NAMED_CRYPTO_POLICY_FILE in named_conf
E       TypeError: 'in <string>' requires string as left operand, not NoneType
