The permission description cannot be modified without changing other fields. See the following example:

ipa permission-mod test --desc=new_description[[BR]]

ipa: ERROR: no modifications to be performed[[BR]]

If one of the above fields is also changed, only then the new description will be recorded.

Expected result: the permission description should be able to be modified without changing anything else.
