When testing a PR in azure pipeline, the prepare-build step is calling dnf builddep in order to install FreeIPA development dependencies but does not report failure. As a consequence, if the pkg install failed it goes unnoticed and subsequent steps may fail and be difficult to diagnose. For instance see PR #3436 where the Tox test failed but Prepare build environment was green link.
