As per https://fedoraproject.org/wiki/Fedora_Crypto_Consolidation, FreeIPA project was asked to move from gnupg to gnupg2 implementation.

A simple fix would be to use 'Requires: /usr/bin/gpg' instead of 'Requires: gnupg' and making sure the command syntax is OK.

GnuPG 2 behaves differently than GnuPG 1.4. I had to deprecate the --keyring option. Users can now set GNUPGHOME to customize configuration and key location.
