The ipactl status is printing "user confusing strings" to output related to patch: https://github.com/freeipa/freeipa/pull/492 partly covered by: https://github.com/freeipa/freeipa/pull/1536 which happened to fix only part of uninstallation problem.

There were plenty of files in /var/lib/ipa/sysrestore/ not deleted so i removed them and then and ipactl works.
