#7270 Setting 2 factor authentication from command line could be made clearer.

Ticket was cloned from Red Hat Bugzilla (product Red Hat Enterprise Linux 7): Bug 1514062

When you set 2 factor authentication (password + OTP) in the GUI you check a
box that clearly states you are choosing 2 factor authentication which includes
password and OTP. However if done through the command line the option is called
OTP which the documentation states equates to 2 factor auth. Additionally the
chapter title in the doc says "Command Line: Enabling OTP Authentication" which
is really incorrect. It should be enabling 2 factor auth (password and OTP).
