Topologysegment not created for replica. Its affecting uninstall of replica and server-del commands

There should be a topologysegment between master and replica

possibly duplicate of https://pagure.io/freeipa/issue/7228 The RC is likely a DS bug https://pagure.io/389-ds-base/issue/49443 that is not fixed in 389-ds-base-1.3.7.7-1.fc26.x86_64. The DS bug will be fixed in the next rebuild
