#7162 [ipatests] disable replication debugging for 389-ds logs in integration tests

Replication debug level of 8192 (replication debugging) produces a lot of useless noise, which makes the 389-ds logs difficult to read. For our integration tests, log level of 0 (defaut) is sufficient.

FreeIPA 4.6.3 has been released, moving to FreeIPA 4.6.4 milestone

This was fixed in 4.6.1 but not closed. Moving the milestone and closing.
