#7061 ipa should check if plugins it uses are enabled

389-ds would like to be able to disable plugins by default because. Eg the managed entry plugin has a performance impact even if not needed.
But IPA uses mep plugin and relies on the default enabling. IPA should be independent of the default settings in ds and check (and enable if needed) the plugins it uses

This ties in to some discussions I've had with @cheimes.

The IPA installer needs to basically be a state machine asserting all it's content is "as expected" - rather than ever relying on a default value that we in DS ship.

Once that's done, it's a pretty short step to an "ipa-verify" tool that can show state violations of expected config, and possibly even an automatic repair.
