As of https://pagure.io/389-ds-base/issue/49277 which will be in 1.3.7 of directory server, we now ship a complete dirsrv.systemd file including a raised file limit. We additionally ship sysctl's and other improvements too.
Add to this our autotuning steps, there is no need for IPA to attempt to tune Directory Server. We now perform this function "out of the box", and we will continue to improve these with our LDAP expertise.
Please remove the IPA DS tuning steps, as they are now un-necessary, and in fact may hinder some of the improvements we have made.

@firstyear tells me 1.3.7 is likely to be in rawhide/Fedora 27, so we should target a release that makes into F27.

Disabling the tuning step will affect new installs only.
Given that any updates by 389-ds-base will appear as dirsrv.systemd.rpmsave I'm going to leave it as an exercise for administrators to apply any diffs.
