Commit c415604 / issue #4905 broke ./configure --disable-server. The feature is both broken on 4.5 and master.

$ ./autogen.sh --disable-server
...
checking that generated files are newer than configure... done
configure: error: conditional "BUILD_IPA_CERTAUTH_PLUGIN" was never defined.
Usually this means the macro was only invoked conditionally.
