#663 Cancel does not work in add user popup

Click add in user screen.
Do not fill anything
Click "Add and Edit"
Click "Cancel"

Expected: You are returned to the modal screen to enter missing information

Actual: The dialog is dismissed

It does not matter if any of the fields actually filled if any of the required fields is missing the behavior will be observed.
