#6520 Use LDAP as an authoritative source for querying enabled/configured services

Currently, the decision whether the service is enabled/configured on the IPA master is based either on the contents of sysrestore file or some ad-hoc search for entries in cn=masters subtree (or some other means).

Since information about enabled/configured services is stored in DS backend (and since most installation/upgrade tasks require running DS), we may consider this data an authoritative source of enabled/configured services for the whole topology and query their status very easily using server-roles API.

We may consider falling back to old sysrestore-based logic in the case DS is unavailable but I consider it unnecessary since no installation/upgrade can take place if DS is down anyway.
