#6215 Missing or malformed docstrings in ipalib/messages.py

Some of the docstrings in ipalib/messages.py are either malformed or missing altogether, causing test_ipalib/test_messages.py::Test_PublicMessages to fail (non-matching regex).

Example:

Correct docstring:

**13017** Results of LDAP search has been truncated

Malformed docstring:

** 13022 ** Update of a DNS system record failed
