Currently ipa-replica-manage logs just to /var/log/ipa/default.log (that is always overwritten)

other commands logs to stderr when --verbose option is used
it is unexpected that ipa-replica-manage logs to this particular log

The default.log is an artifact of the API. The tool wasn't really designed to spit out what it is doing (most methods it calls have zero logging anyway).

The future of the tool is uncertain as we move more to use the topology commands.
