#5554 Split more long strings for translation, add a test to fail on too long strings during build

Zanata shows more and more difficulty handling long strings (probably a bug I'll open since the Zanata editor gets really sluggish on very long strings), and in all cases, long strings make it difficult for translators (see #3587).

After the recent push to Zanata after 6 months of IPA development (which is not as often as one would like), some plugins gained in weight:

  • idrange.py
  • caacl.py
  • certprofile.py

To avoid such future cases, it would be interesting to add a test to check for each module the doc length (in lines) and check if it was splitted or not.
