#5395 [RFE] Allow some of the AD users to have IPA password instead

User Story:

As and an IPA admin I leverage AD integration using a trust. However a small subset of AD users are special users for whom for security reasons I do not want to use AD password to access mission critical systems. I want to use a different password managed by IPA. However I expect that the user is still an AD user so if he is disabled in AD or locked there he should not be able to authenticate using his IPA password when he tries to access any systems managed by IPA or connected to IPA via LDAP/Kerberos.
