topologysegment-reinitialize works in a way that it set value start either to nsds5beginreplicarefresh;left or nsds5beginreplicarefresh;right attribute. Topology plugin then starts full reinitialization of the second node. When it's finished, topology plugin should clear the value. This does not happen right now. It might lead to unwanted start of another initialization, e.g. after dirsrv restart.
