#492 Encoding problem on F14

If the server is running on F14, some Web UI pages will fail to open with the following error:

IPA Error 3008
invalid 'cn': must be Unicode text

It seems that the values sent by the browser to invoke JSON API are not encoded/decoded correctly.

The problem can be reproduced with different browsers (e.g. Firefox, Chrome) running on different platforms (e.g. F13, Windows) against the server running on F14. The problem doesn't happen if the server is running on F13.
