Patch should be easy, just set up number of IPA version into sysupgrade at the end of ldap-updater, then check the value at start of ipa-upgradeconfig if the version is the same as current version of IPA.

This is more or less duplicate to the bigger updater effort planned in scope of #3849. IMO, it would be best to merge both installers into one, move the config updater to plugins as well + of course check the version upgraded to.
