#4630 ipactl start should wait for named to resolve the domain

When ipactl start is run, dirsrv and named are started. However, it can take some time for named to load all the zones and during that time, named will forward the request to forwarders (see https://fedorahosted.org/bind-dyndb-ldap/ticket/140). Even if that ticket is addressed, IPA would still not be able to resolve the domains it is managing.

The ipactl should wait reasonably long (three minutes) to see if named is able to resolve the domains. If named is not able to start resolving, ipactl should not exit with success (0).


Tentatively planned for 4.2. Note that ipactl may be deprecated due to #4552.

Processing leftovers from 4.2 backlog - this ticket was found as suitable for consideration in next big feature release - 4.4.
