User reported in IRC that he requested no reverse DNS zone be created but one was created anyway. Turned out he was doing an external CA install as well. From what I can tell options.no_reverse is not stored in the cache file which is why a reverse zone was created.
I could be off-base here since reverse_zone IS stored, and its value should be None at this point. But given that he saw this during an external/2-step install it seems worthy of further investigation.

We will be working on refactoring installers in 4.2, this can be a stretch goal.
