#4277 during install see if portreserver is managing a port

Had a user in IRC report an error restarting 389-ds during initial install:

createprlistensockets - PR_Bind() on All Interfaces port 636 failed: Netscape Portable Runtime error -5982 (Local Network address is in use.)

This was on RHEL 6.4 using ipa-server-3.0.0-25.

The problem turned out to be he had openldap-server installed which placed a portreserve configuration for port 636. Removing this package fixed the install.

This portreserve configuration appears to be gone in newer versions of openldap but it could re-appear I suppose, and debugging this was very difficult.

I don't know why our current port checking didn't detect this. It may be that we aren't calling the equivalent of bindresvport(1).


Moving to Future Releases as this does not need to be fixed right now and we have more urgent fixes to work on.
