#4268 cannot create dns zone when name has consecutive dash characters

Attempting to create a dns zone with a name like foo--bar.com. gives the following error:
Zone name: only letters, numbers, and - are allowed. DNS label may not start or end with -

According to rfc 1034, section 3.5, looks like foo--bar.com. should be acceptable.

This affects OpenStack Designate (DNSaaS) which allows domain names with consecutive dash characters.

Will be fixed by patches for #3169.
