#420 install/tools/README is out of date

The file install/tools/README is severely out-of-date.

- it references fedora-ds-*
- it references a bugzilla bug that has been closed for some time
- it hardcodes list of "requires" that is not accurate
- etc..

Maybe it would be better to just remove it to avoid confusion..

I think there are additioanl README's that can be modified/removed as well.
