#4161 Check that hosts file is correct in ipactl start

On IPA servers often the ipaddress/hostname pair is set in /etc/hosts
If this is wrong startup will fail with timeouts when some components (like ipa-tomcatd) are started.
We should check in 'ipactl start' that the hosts file is correct and exit with an error in syslog + stderror if not.


We check that file on ipa-{server/replica}-install. This is for the case when someone mess with the file afterwards?

Yes. In this case the hostname in /etc/hosts didn't match the host and ipactl hung trying to start tomcat. The proposal is to call the same code in ipa-{server/replica}-install to verify this when ipactl is executed so we can warn and quit rather than hanging.
